Two people were taken in the Mission Beach Park parking lot early Saturday.
The incident began about 12:30 a.m. in the lot off Mission Boulevard, where a 20-year-old pedestrian got into a debate with occupants of a dark-colored sedan, San Diego police said.
Among the occupants got out of the car and walked toward the pedestrian while the car circled the parking lot. The occupant then got back inside the car and fired several rounds at the pedestrian when leaning out a back-seat window, authorities said.
The victim was struck in the hands and received minor injuries that did not require hospitalization. A round also struck a local 19-year-old girl in the left leg. She was taken to a hospital.
The sedan drove off.
Authorities did not release a comprehensive description of either the shooter or car. Gang detectives are investigating.
